Romans 1:1- 15 Paul, a servant of Christ Jesus, called to be an apostle and set apart for the gospel of God-- the gospel he promised beforehand through his prophets in the Holy Scriptures regarding his Son, who as to his human nature was a descendant of David, and who through the Spirit of holiness was declared with power to be the Son of God by his resurrection from the dead: Jesus Christ our Lord. Through him and for his name's sake, we received grace and apostleship to call people from among all the Gentiles to the obedience that comes from faith. And you also are among those who are called to belong to Jesus Christ. To all in Rome who are loved by God and called to be saints: First, I thank my God through Jesus Christ for all of you, because your faith is being reported all over the world. God, whom I serve with my whole heart in preaching the gospel of his Son, is my witness how constantly I remember you in my prayers at all times; and I pray that now at last by God's will the way may be opened for me to come to you. I long to see you so that I may impart to you some spiritual gift to make you strong-- that is, that you and I may be mutually encouraged by each other's faith. I do not want you to be unaware, brothers, that I planned many times to come to you (but have been prevented from doing so until now) in order that I might have a harvest among you, just as I have had among the other Gentiles. I am obligated both to Greeks and non-Greeks, both to the wise and the foolish. That is why I am so eager to preach the gospel also to you who are at Rome. To be set apart for the gospel (set apart for a purpose) is similar to being sanctified (set apart for holiness). Every Christian is called to some level of ministry of reconciliation as well as being set apart for the gospel of God (2 Corinthians 5:18).We see here that the power that declared that Jesus is the Son of God was His resurrection from the dead, rather than the miracle gifts He displayed.Breaking it down, Paul says first that through Jesus and in Jesus’ Name we received grace to call people to repentance. Because he says ‘we’ and not ‘I’ we need to view this carefully because his second statement is that ‘we received apostleship to call people’. Are all called to be apostles? (1 Corinthians 12:27-31) No, but there is a ministry of apostleship involved in making disciples for Christ. Then he says grace and apostleship are given to call people to the obedience that comes from faith. See that? We’ve been taught that obedience comes from just doing the right thing, but it comes from faith. Where does faith come from? Faith comes from learning the Word (Romans 10:17). That’s why Jesus wondered in Luke 18:8, “will I find any faith when I return?” Amos 8:11 prophecies “"The days are coming," declares the Sovereign Lord, "when I will send a famine through the land-- not a famine of food or a thirst for water, but a famine of hearing the words of the Lord.” “ This was first fulfilled when the Jews refused to hear the Living Word made flesh, Jesus Christ. Jesus consequently refused all who would not hear and act on His Word (Matthew 21:43). This same drought is continuing to worsen today. If people don’t “hear” the Word, that is, if they are not taught and if they do not receive what is taught; faith will diminish. Without faith there is no obedience. Without faith there is no grace. Thus Jesus questions “will I find faith when I return?”(10)Here is a great example of praying according to God’s will. Paul doesn’t say “if it be Your will”. He already knows that. His prayer is that it be accomplished in order with God’s will. Paul knows God wants him to go to Rome, the fulfillment waits only on God’s timing.Then look in verse 11. Paul knows already they are saved. His desire is to place his hands on them to impart a spiritual gift as the Spirit desires. We don’t really see this anymore. The poor excuse is to say God withdrew it, as if man no longer needs the power of God. Please note that Paul put no exceptions or limitations on this impartation. Leaders must accept responsibility for lacking anything to impart. Verse 12 gives us another reason why we should seek to be filled with His Spirit with signs following: that we be mutually encouraged by each other’s faith (not jealous over).
15If they’re saved, why does Paul need to preach the gospel to them? Could it be there’s more to the gospel than a ticket to heaven?
Romans 1:16—2:16For I am not ashamed of the gospel of Christ: for it is the power of God for salvation to every one who believes; to the Jew first, and also to the Greek. For therein is the righteousness of God revealed from faith to faith: as it is written, “The just shall live by faith”. For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the Truth in unrighteousness; because that which may be known of God is manifest in them; for God has shown it to them. For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse: because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish hearts were darkened. Professing themselves to be wise, they became fools, and changed the glory of the incorruptible God into an image made like to corruptible man, and to birds, and four footed beasts, and creeping things. Therefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonor their own bodies between themselves: who changed the truth of God into a lie, and worshipped and served the creature more than the Creator, who is blessed for ever. Amen.
For this cause God released them to their vile affections: for even their women changed the natural use into that which is against nature: And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompense of their error which was due.
This is the central theme that must be remembered throughout. “the gospel of Christ is the power of God for everyone who believes”. Confusion and misinterpretation will result if the theme is forgotten. Paul goes on to emphasize that the righteousness of God is made available to us through faith. For God’s part, He reaches out to man with His Grace. For man’s part, we reach out to God with our faith.
Why should we concentrate our studies first and foremost on Grace? Apart from the duh factor, we see here that the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men. So before we study the book of Revelation and last days prophecies, we need to start with Grace. The same is true concerning the ‘gifts of the Spirit’. The Greek term is charisma, which is manifested Grace. Before we can understand the manifestations of Grace we’ll have to understand Grace.God has revealed Himself to man through creation, but man refuses to acknowledge Him. Paul’s statement here tells us that every man has the Truth of righteousness through faith in Christ inside him. Later, in 12:5, Paul reminds us that God has given every man the measure of faith. Man has the free will to glorify God with that faith, or glorify God’s creation – whether it’s man, beast or man-made.Man continually turned away from God to do what their lusts desired, so God said ‘fine, go your own way and see what it gets you’. This is the same thing that is going on today in the Church. People claiming to be servants of God still yet live according to their own desires and have the audacity to say it’s fine with God. Even if the creature is themselves, they still fall into the same old trap, and God sadly lets them go.
Note that it doesn’t say God personally penalizes them in any way. He releases them and by their own actions the receive the fruit of their error.
Store that in the memory banks. It will be important in later studies.
And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient; Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, debate, deceit, malignity; whisperers, Backbiters, haters of God, despiteful, proud, boasters, inventors of evil things, disobedient to parents, without understanding, covenant breakers, without natural affection, implacable, unmerciful: who, knowing the judgment of God, that they which commit such things are worthy of death, not only do the same, but have pleasure in them that do them. Therefore you are inexcusable, O man, whomever you are who judges: for when you judge another, you condemn yourself; for you who judges do the same things. But we are sure that the judgment of God is according to truth against them which commit such things. And do you think this, O man, that judges them who do such things, and does the same, that you shall escape the judgment of God? Or do you despise the riches of his goodness and forbearance and longsuffering; not knowing that the goodness of God leads you to repentance? But after your hardness and impenitent heart you treasure up for yourself wrath in the Day of Wrath and Revelation of the Righteous Judgment of God; Who will render to every man according to his deeds:
to them who by patient continuance in well doing seek for glory and honor and immortality, eternal life:
but unto they who are contentious, and do not obey the truth, but obey unrighteousness, indignation and wrath,
Tribulation and anguish, upon every soul of man who does evil, of the Jew first, and also of the Gentile; but glory, honor, and peace, to every man that works good,
Though we are living in the age of Grace, we have to understand we are saved through faith. Faith grows by understanding the Word of God (Romans 10:17 – “Faith cometh by hearing and hearing by the word of God.” Verses 14-16 lead up to this saying (understanding that “hearing” does not mean physical hearing but represents the process of learning) how can they believe unless their taught, and how can they be taught unless someone teaches them.”)
This is also important to remember.
I highlight this only to point out as a side note that this is referring to adults, not children. Those who are of the age of accountability so as to fall under the classifications listed here.Paul then makes it clear that it doesn’t matter if you are a Jew or not. Anyone who does not live according to the Law will perish just as those under the Law. There is no other path to salvation.
Here’s an important point. If you are determined to live according to the Law, you will be judged according to the Law. The Gospel of salvation by grace through faith will be the standard of judgment via Jesus Himself.
Paul repeats that man is without excuse. The Law is a part of the design of man and their conscience is created to accuse or excuse.____________________________________

For as many as have sinned who are not under the Law shall also perish apart from the Law: and as many as have sinned under the Law shall be judged by the Law; in the day when God shall judge the secrets of men by Jesus Christ according to my gospel.(For it’s not the hearers of the Law who are just before God, but it’s the doers of the Law who shall be justified. For when the Gentiles, who do not have the Law, do by nature the things contained in the Law, they are a law to themselves: showing the work of the Law written in their hearts, their conscience also bearing witness, and their thoughts meanwhile accusing or else excusing one another)
